What We Do

Economic Development and Contract Education (EDCE) consists of six different focus areas that offer training, workforce development and financial services to people and organizations located throughout our local communities, region and state.  Having recently moved to new offices located at 5860 Owens Drive in Pleasanton, we primarily work with clients outside the student population of the community colleges. EDCE has been working “at the speed of business” with both public and private sector organizations for over 30 years to provide a broad range of educational, consulting and fiscal-related support services. 

We have built a reputation for high-quality services that are innovative, results-oriented and tailored to the specific needs and goals of our clients. Though we work with a variety of people and organizations, everything we do supports our mission:

Who We Are

EDCE includes the following services: 

  • OSHA Training Institute Education Center (OTIEC): The OSHA Training Institute at Chabot-Las Positas Community College District has been authorized by OSHA since 2008 to deliver occupational safety and health training on behalf of Federal OSHA and Cal/OSHA. The OTIEC delivers safety courses for Construction, Maritime, Disaster Site and General Industry.

 

  • Tri-Valley Career Center: The Tri-Valley Career Center offers comprehensive employment resources, serving individual job seekers and regional businesses in Alameda County and throughout the Bay Area. Services include individual counseling, workshops, job fairs, as well as tax preparation for low-income familes. Our mission is to empower job seekers, businesses and our communities to thrive.

 

  • Apprenticeship: Our Apprenticeship team believes that the “earn and learn” model is an important part of California’s economic development. We support interested individuals and employers with resources and guidance. Every registered apprenticeship program  in California requires an educational partner to oversee the quality of the instruction being offered to apprentices, and CLPCCD is proud to serve in this role for a variety of programs. We work with organizations – from within the traditional trades, as well as a variety of non-trade industries – to develop a highly-skilled workforce.

 

  • Child Welfare Training : Our Child Welfare Training Program provides training to increase the skills and capacity of those who work directly with foster and adoptive care children and youth. Much of our training is funded outside of county general funds, enabling social service agencies to upskill their workers and community-based organizations staff without impacting their local budget. Over 50,000 attendees utilized these trainings in 2019 alone. Course topics range from evidence-based training to clinical workers’ self-help to child and adolescent development.

 

  • Fiscal Agency: Our Fiscal Agency team has a proven track record of managing over $250 million in fiscal agreements for government and non-profit organizations. Providing detailed financial information and consistent communication is just the beginning; beyond that, we customize our services to exceed our clients’ expectations.

 

  • Workforce Training: We work with businesses and organizations to design and deliver a wide range of customized employee development courses, including manager and supervisor  training, leadership development and skills upgrade training.
