Citizens' Bond Oversight Committee
On March 2, 2004, the voters of the Chabot-Las Positas Community College District
approved a historic bond measure designed to implement a capital improvement program
for Chabot College in Hayward and Las Positas College in Livermore. On June 7, 2016,
Measure A, the $950 million bond measure for Chabot and Las Positas Colleges, passed
with 65% voter approval. Measure A will be used to upgrade aging classrooms and technology/science
labs for career education to prepare students, veterans and workers for good jobs
and university transfer, remove asbestos/retrofit buildings for earthquake safety,
acquire, construct and repair sites/facilities/equipment, and improve campus safety/security.
A Citizens’ Bond Oversight Committee is a requirement of Prop. 39 after the passage
of both Measure A and B to review the expenditure of funds from the Proposition B
general obligation bonds to ensure that bond revenues are expended only for the purposes
described and that no bond funds are used for any teacher or administrative salaries
or other operating expenses.
Interested candidates must be at least 18 years of age and reside within Chabot Las Positas Community College District’s geographic boundaries. The Committee shall consist of at least seven (7) members appointed by the Board of Trustees from a list of candidates submitting written applications and based on criteria established by Proposition 39. No employee or official of Chabot Las Positas Community College District, and no vendor, contractor or consultant of the District, nor the immediate families of any of the aforementioned entities, shall be appointed to the Citizens’ Bond Oversight Committee.
The committee shall be comprised of:
- One (1) student enrolled and active in a community college support group, such as student government;
- One (1) member active in a business organization representing the business community located in the District;
- One (1) member active in a senior citizens’ organization;
- One (1) member active in a bona-fide taxpayers association;
- One (1) member active in a support organization for Chabot Las Positas Community College District, such as foundation;
- Two (2) members of the community at-large.
