Senate Bill 854 ("SB 854"), as signed by Governor Brown June 20, 2014, applies to all contractors and subcontractors who intend to bid or perform work on public works projects, and establishes a process to replace the Labor Compliance Program and Compliance Monitoring Unit for all public works projects.
